I wonder if the rings blow up/fade away when the wearer dies? I hope not. True the ring would only work for a short bit(until the ruling ring melts) but think of the fun someone could have until then. I really doubt someone would instantly turn to Sauron's slave either. That would take a long time, much longer then it would matter. Heck, if this was in a RPG game, and my character lobotomized the witchking, I'd want the loot. Only fair right? Sure all his gear is evil, but you could still sell it, couldn't ya? Hell, his crown cant be magical, I'd wear that arround, expecially at parties. "Check me out, I'm the witch king!"... Sauron needed them to control the Nazgul after he lost the One, and 2. Sauron was 'gathering all the Rings to himself' in the Third Age, so if the Nazgul still had some of them he obviously would have started by taking them back. Anyone who disagrees with me is invited to post a courteous reply that addresses the logic of my argument. Anyone who doesn't know how to post a courteous reply is invited to go away.
