One nice feature of Spartan2 / Virtex is the DLL, which can create 4 clock phases and even double the input clock. Unfortunately, the minimum input frequency is 25 MHz (according to the datasheet). But in our company we are doing lots of PDH/SDH stuff, where frequencies like 19.44 MHz and 16.384 MHz are very common. So I tried to feed the DLL with such "low" frequencies and it worked ;-))) down to 13.2 MHz. I know that this limit will change with temperature and piece to piece variations, but 13.2 is way lower than 25 MHz. I wil check out the temperature dependence in a few days. So my question. If you want to know what the 20KE PLL really does, measure it with other things happening in the part.

This is what Altera doesn't want you to see.  It is their "perfect" PLL losing it (665 ps P-P !!! > 3X spec)
because it can't deal with logic plane switching (no IO's toggling in this experiement, it gets worse).

I have said once before that jitter is a complex process, and requires careful attention to
signal integrity, source clock jitter, etc.  Once eveything gets going, that's when the jitter is going
to matter.

The nice thing about the DLL is that it is digital, and what you see is what you get.  No bizarre behavior due
to something else going on on chip (like is demonstrated above).

We have done that many times in the past, so we have some experience. We must make sure that "old" 2001 designs still work with 2003 devices. So we do not want to guarantee something that we know works today, but will get you in trouble a few years from now. If you want to build a one-off design, be my guest and measure the min frequency, and then add some guardband. But, please, never go into production with such a design. Give my regards to Dresden.
