From the models.txt chart it looks like the machine will run TOPS-10 7.04 but will not run TOPS-20. From the chart it looks like the CPU is very similar to a a 2050PV except for the I/O bus and external memory. TOPS-20 only supported terminals on the KL Console Front End (CFE) PDP-11. The only TTY's on a 1090 front end are the CTY and KLINK lines, any others would be via ANF10 (e.g. a DN87S on a second DTE). I would imagine anything that you could boot on a 2060, given a bootable pack (or DECtapes with the right stuff on them). The first release that did anything with the NIA20 was 5.4, a limited release that did TCP/IP over Ethernet. I have BUCS20's and MIT-XX's 5.4 monitor sources, and the contents on a DEC release (with hand written label) that has the monitor binaries and ARPA utilities. Earlier releases could use the DN20 running the MCB for DECnet support, but you don't want to go there. Release 6 included full NIA20 support (LAT and DECnet Phase IV).
