It must have been available late '70s, as I used it in early '80s, but it was hardly a GUI: no WIMP interface, just a bunch of graphical applications for font creation, graphing and charting, and a couple more, libraries supporting an API that found its way into OS/2 graphics, and drivers supporting IBM graphical devices.
