The label for pin 19 is not clear in the diagram, but that pin is always connected to +5V. Yes, It is a 1K x 8 static ram, access time 100 - 250 ns IIRC it was a 24pin device with a pinout similar to the 2758 EPROM, but my only Mostek data book doesn't list it.
