Running a search of the web on Canter and Segal suggests 1994 as the year they started. Unfortunately, dejanews does not have any records. You could always ask in news.admin.net-abuse.email. And, yes, they spammed a promotion of their book, claiming to be victims of "the first cyber-book-burning," or something. Highly amusing, but I think I've mislaid my copy of the spam.
