A third tunnel (you did fly in, didn't you?) was built under the harbor but use of it is limited to commercial vehicles only. There was a moment's sanity when it was "opened up" for all on a really, really bad commute day. We spend money paying state police to patrol that tunnel. Then there's the road that's called the Expressway (express was somebody's wet dream a long time ago). That's so messed up that I wouldn't know how to drive myself to airport.
